Richard Baldwin Life Member 2011

Richard Baldwin is a registered nurse with over 40 years experience in the health industry, 25 of these at middle and senior management levels. His management experience includes appointments as a chief executive officer of a public sector heath service, a member of the NSW Senior Executive Service within the NSW Department of Health, a director and chairman of incorporated companies, and a director of a major research project. He also has extensive experience in providing high level advisory and consulting services to private health organisations and government department as a former Director at the Sydney office of PricewaterhouseCoopers. He has worked in a voluntary capacity with both the College and the Sisters of St Joseph Aged Services (NSW) Ltd. as Chairman of the Board.

Richard teaches health management for the University of Technology Sydney since 1991. He joined the Faculty of Nursing Midwifery and Health in 2004.

His experience includes all levels of planning (health services, business, corporate and strategic planning), research, program evaluation and review, project planning and management, organisational change and new services implementation, providing strategic advice to senior management and government and teaching and educational management.

Richard is well regarded in many circles and has extensive networks in the public and private sector – he is highly regarded in the aged care industry and is strongly identified with the College as a highly professional and expert member.

He has contributed to such a great extent that his corporate knowledge is second to none. Despite a very busy work schedule Richard is always available to support the College and promote the interests of members.

Richard has been a member of the College since 1980 and a Fellow since 2008. He was elected to State Branch Council in 1996 and currently holds the position of Treasurer. He held the Vice President’s position from 2000 to 2003 and the President’s role from 2007 to 2010. He has been a Board of Directors’ representative since 2008. 

He has been an active member on Branch committees over the past 13 years.

  1. Richard has chaired the Library Committee since 1998 and has been both the Chair and a key member of the NSW Branch Education Committee for many years. Up until recently Richard was also a council representative on the ACHSM / UWS Contract Monitoring Committee.
  2. He was also a member on the Research and Policy Committee, the Information and Technology Committee, the National Congress Working Party and other sub committees.
  3. Richard has actively supported the development of emerging health managers and younger health managers by participated in the Branch’s Mentoring Program as a Mentor for over 6 years (from 2004 through to 2009).
  4. Richard has been instrumental in advising his University Students of the role of the College and has arranged for the College to present to students about the opportunities presented by membership
  5. At a national level, Richard is a member of the Accreditation, Fellowship, and Treasurers’ Committees. Richard has been instrumental in the review of the College’s accreditation system and has made an outstanding contribution to improvements in this process,
  6. Richard has extensive networks and he has shared these freely to support the College in securing ongoing library funding, and arranging speakers for Professional Development Events.

  1. Richard is extremely well qualified with an MBA from the Australian Graduate School of Management; a Bachelor of Health Administration, University of New South Wales and a Diploma in Nursing Administration, Cumberland College of Health Sciences (now University of Sydney). He is also a Fellow of the College. Impressively Richard has already made significant progress in studying for a PhD which he is aiming to complete in the near future.
  2. In 1995 Richard published an article titled “Separation of Policy and Operations in Organisations: A New South Wales Case Study (NSW Health Department) in the Australian Journal of Public Administration. 
  3. In 1994 he wrote a Discussion Paper on Managed Care which was published by ACHSE.
  4. In 2001 Richard was the recipient of the President’s Award for his contribution to State Branch Council and for upgrading of Information Technology services for the College.

·    Richard has substantial management experience and knowledge of the Australian residential aged care industry gained through a long career in public sector health services, academia and consulting.

  • Richard’s career in health includes experience in health services management, policy analysis, research and consulting.
  • He has experience in strategic and services planning and services implementation, program evaluation, analysis and benchmarking and providing strategic advice to senior management and government. 
  • Richard has worked in a voluntary capacity as Chairman of the Board for the Sisters of St Joseph Aged Services (NSW) Ltd
  • In his management and consulting roles Richard has contributed to a range of improvements across the health sector. Projects have included costing studies of health services, evaluation of national pilot programs, reviews of Federal Government funding programs, performance review of health and community care services, strategic planning for health care providers and financial evaluations of health and aged care projects.
  • As Director of Corporate Planning for NSW Health Richard managed the introduction of a system Corporate Planning and Performance Management into the Department and through NSW Health.
  • Richard reviewed and reengineered the $30 million program of grants to non-government organisations and introduced new contracting and performance review systems and completed reviews in a number of State-wide policy.

·     Richard is immediate past Chair of the Sisters of St Joseph Aged Care Services (NSW) Limited, a residential aged care facility and community aged care services in Hunters Hill.
